in 670 , he had new koseki (family registers; kogo no nenjaku ) made and in 671 , he enforced omi-ryo (omi administrative code ), which was the first ritsuryo code of law . 670年に新たな戸籍（庚午年籍）を作り、671年には初めての律令法典である近江令を施行している。
